Billionaire Bill Gates personally lobbied moderate Sen. Joe Manchin of West Virginia for months to support the Democratic Party’s new spending bill, which includes billions of dollars for tackling so-called climate change.
According to the report published by Bloomberg, Gates said that he has been quietly lobbying Manchin and other senators for the past three years, even before President Joe Biden took office, to try to get more federal funding for a transition to clean energy. Gates noted that he had spent the past three years cultivating a good relationship with Manchin, which is what led him to believe that the West Virginia senator would be willing to toe the party line.
“The last month people felt like, okay, we tried, we’re done, it failed,” Gates said in an interview with Bloomberg, noting that he had spent the past three years cultivating a good relationship with Manchin. “I believed it was a unique opportunity. We were able to talk even at a time when he felt people weren’t listening.”
Manchin has spent the past two years repeatedly cutting off negotiations for Democrats’ spending bills – first with the Build Back Better bill and later about an already-pared-down climate bill. Gates said that, even when Manchin was regularly gutting spending plans for the Democratic Party’s climate agenda, he and the senator were still “able to talk even at a time when he felt people weren’t listening.”
According to other lobbyists trying to get Manchin to sign on to the Democrats’ spending bill, one of the senator’s main concerns was supposedly the potential for the bill to increase the national deficit.
Economists led by former Treasury Secretary Lawrence Summers were able to “send this signal that [the bill’s] going to help with the deficit,” said Collin O’Mara, chief executive officer of the National Wildlife Federation. O’Mara was responsible for recruiting noted economists from all over the country to assuage Manchin’s concerns with the spending bill.
“It’s going to be slightly deflationary and it’s going to spur growth and investment in all these areas,” O’Mara added.
The lobbyists, with the help of Gates, reframed clean energy investments for Manchin as hedges against future spikes in oil and gas prices and a way for the United States to potentially export any excess fossil fuels to Europe.
These and other lobbying efforts eventually resulted in the Inflation Reduction Act, sponsored by Manchin and Senate Majority Leader Chuck Schumer of New York. The act, which Biden signed into law on Aug. 16, includes $374 billion in taxpayer dollars set aside for the next decade to spend on speeding up clean energy development, incentivizing consumer purchases of electric cars and boosting other green priorities.
Forecasts claim that the massive spending package will actually reduce the national deficit by $300 billion by 2030 due to the tax provisions and drug pricing reform programs in the bill that are expected to contribute to government revenue.
“You know, people say Joe likes coal or something like that,” said Gates, referring to the fact that Manchin has earned millions of dollars from a company supplying coal. “That’s really not fair. Joe wanted a climate bill.”
